HONG KONG BN(O) PASSPORT HOLDERS MIGHT BE GRANTED THE RIGHT TO RESIDE AND APPLY FOR CITIZENSHIP

The UK Home Secretary has asked that the UK should grant BN(O) passport holders and their family dependents in Hong Kong the right to enter and reside in the UK, with a pathway to settlement after 5 years and the right to apply for citizenship.

港區國安法受國際關注,英國有意增加英國國民(海外)護照(BNO)持有人權利。英文網媒「Hong Kong Free Press」昨(12日)在Twitter上載英國內政大臣彭黛玲(Priti Patel)致函英國首相約翰遜(Boris Johnson)的信件,建議英國應為持有BNO人士及其家屬提供一條明確入籍英國的途徑,讓BNO持有人可在英國居住5年後申請入籍,人數不設上限。

 

 

彭黛玲在信中建議,加強BNO持有人及其家屬入境英國和居留的權利,容許他們在英國定居5年後可申請入籍英國,其間可在英國工作及讀書。居英5年間,BNO持有人及其家屬需要在不依賴公帑的情況下生活,但需繳交健康稅(Immigration Health Surcharge)。若在入籍前,觸犯刑事法例,則會被驅逐出境。

 

申請入籍的資格會以慷慨為原則,不設人數上限,BNO持有人的配偶及18歲以下子女皆可申請,亦會簡化申請過程,惟沒有BNO的港人不能循此途徑入籍。

 

信中又建議,在全國人大正式定立港區國安法後,至英國新移民政策推出前,容許入境人員行使酌情權,即使BNO持有人表明有意逗留英國多於6個月,仍可批准入境,但期間不可工作或申請福利。
